neither in success nor failure \u2014<br data-start=\"1139\" data-end=\"1142\"\/>it is simply suspended.<\/p><p data-start=\"1169\" data-end=\"1296\">There is no official closure.<br data-start=\"1199\" data-end=\"1202\"\/>There are no lessons learned in the classic sense.<br data-start=\"1248\" data-end=\"1251\"\/>There is no celebration or final retrospective.<\/p><p data-start=\"1298\" data-end=\"1365\">There is a business decision: <strong data-start=\"1322\" data-end=\"1364\">we are suspending the project for several months<\/strong>.<\/p><p data-start=\"1367\" data-end=\"1433\">And at this moment, the Project Manager&#8217;s role changes fundamentally.<\/p><hr data-start=\"1435\" data-end=\"1438\"><h1 data-start=\"1440\" data-end=\"1494\"> A suspended project is a test of project continuity<\/h1><p data-start=\"1496\" data-end=\"1672\">A suspended project is a test of project continuity.<br data-start=\"1545\" data-end=\"1548\"\/>It is the moment when an organization tests whether it can secure knowledge, decisions, and context \u2014 before they dissolve over time.<\/p><p data-start=\"1674\" data-end=\"1721\">Because a suspended project does not disappear.<br data-start=\"1709\" data-end=\"1712\"\/>It waits.<\/p><p data-start=\"1723\" data-end=\"1736\">And with it:<\/p><ul data-start=\"1738\" data-end=\"1900\"><li data-start=\"1738\" data-end=\"1763\"><p data-start=\"1740\" data-end=\"1763\">unresolved risks,<\/p><\/li><li data-start=\"1764\" data-end=\"1794\"><p data-start=\"1766\" data-end=\"1794\">partially made decisions,<\/p><\/li><li data-start=\"1795\" data-end=\"1818\"><p data-start=\"1797\" data-end=\"1818\">client relationships,<\/p><\/li><li data-start=\"1819\" data-end=\"1853\"><p data-start=\"1821\" data-end=\"1853\">a history of compromises and tensions,<\/p><\/li><li data-start=\"1854\" data-end=\"1900\"><p data-start=\"1856\" data-end=\"1900\">the strategic context of the program or portfolio.<\/p><\/li><\/ul><hr data-start=\"1902\" data-end=\"1905\"><h2>Suspended project as a portfolio risk<\/h2><p data-start=\"990\" data-end=\"1124\">From a portfolio management perspective, suspending an initiative is not neutral.<br data-start=\"1078\" data-end=\"1081\"\/>It is a moment of elevated business risk.<\/p><p data-start=\"1126\" data-end=\"1160\">Every suspended project generates:<\/p><ul data-start=\"1162\" data-end=\"1305\"><li data-start=\"1162\" data-end=\"1182\"><p data-start=\"1164\" data-end=\"1182\">frozen capital,<\/p><\/li><li data-start=\"1183\" data-end=\"1217\"><p data-start=\"1185\" data-end=\"1217\">unaccounted business value,<\/p><\/li><li data-start=\"1218\" data-end=\"1241\"><p data-start=\"1220\" data-end=\"1241\">decision uncertainty,<\/p><\/li><li data-start=\"1242\" data-end=\"1275\"><p data-start=\"1244\" data-end=\"1275\">dispersed accountability,<\/p><\/li><li data-start=\"1276\" data-end=\"1305\"><p data-start=\"1278\" data-end=\"1305\">loss of contextual knowledge.<\/p><\/li><\/ul><p data-start=\"1307\" data-end=\"1478\">If an organization does not have a mechanism for managing project continuity, a suspended project begins to &#8220;dissolve&#8221; \u2014 and with it, accountability and the logic of decisions.<\/p><p data-start=\"1480\" data-end=\"1529\">This is precisely where a systemic gap emerges.<\/p><h1 data-start=\"1907\" data-end=\"1959\">My current situation \u2014 a case study from practice<\/h1><p data-start=\"1961\" data-end=\"2044\">Today I am in the role of a PM handing over a project to an interim owner within the account.<\/p><p data-start=\"2046\" data-end=\"2274\">The project has been temporarily suspended for several months.<br data-start=\"2098\" data-end=\"2101\"\/>The team stops working operationally.<br data-start=\"2139\" data-end=\"2142\"\/>The budget is put on hold.<br data-start=\"2168\" data-end=\"2171\"\/>A new PM may not appear for several months \u2014 or the project may continue in a different configuration.<\/p><p data-start=\"2276\" data-end=\"2320\">My task is not to &#8220;hand over documentation.&#8221;<\/p><p data-start=\"2322\" data-end=\"2341\">My task is to:<\/p><ul data-start=\"2343\" data-end=\"2518\"><li data-start=\"2343\" data-end=\"2379\"><p data-start=\"2345\" data-end=\"2379\">close out what has been completed,<\/p><\/li><li data-start=\"2380\" data-end=\"2416\"><p data-start=\"2382\" data-end=\"2416\">secure the decision-making context,<\/p><\/li><li data-start=\"2417\" data-end=\"2453\"><p data-start=\"2419\" data-end=\"2453\">convey a realistic picture of the situation,<\/p><\/li><li data-start=\"2454\" data-end=\"2518\"><p data-start=\"2456\" data-end=\"2518\">prepare the project so that someone can safely resume it.<\/p><\/li><\/ul><p data-start=\"2520\" data-end=\"2634\">And this is the moment when <strong data-start=\"2547\" data-end=\"2586\">handover ceases to be a formality<\/strong>,<br data-start=\"2587\" data-end=\"2590\"\/>and becomes a risk management tool.<\/p><hr data-start=\"2636\" data-end=\"2639\"><h1 data-start=\"2641\" data-end=\"2731\"> Handover of a suspended project \u2014 why is it more difficult than a classic handover?<\/h1><p data-start=\"2733\" data-end=\"2776\">In a classic handover, the project continues.<\/p><p data-start=\"2778\" data-end=\"2800\">Here the situation is different:<\/p><ul data-start=\"2802\" data-end=\"2983\"><li data-start=\"2802\" data-end=\"2831\"><p data-start=\"2804\" data-end=\"2831\">the project is not closed,<\/p><\/li><li data-start=\"2832\" data-end=\"2859\"><p data-start=\"2834\" data-end=\"2859\">there is no active team,<\/p><\/li><li data-start=\"2860\" data-end=\"2896\"><p data-start=\"2862\" data-end=\"2896\">decisions remain &#8220;in suspension,&#8221;<\/p><\/li><li data-start=\"2897\" data-end=\"2944\"><p data-start=\"2899\" data-end=\"2944\">the future PM may not know the program context,<\/p><\/li><li data-start=\"2945\" data-end=\"2983\"><p data-start=\"2947\" data-end=\"2983\">the portfolio strategy may change.<\/p><\/li><\/ul><p data-start=\"2985\" data-end=\"3054\">In such a situation, handing over the project must include more than:<\/p><ul data-start=\"3056\" data-end=\"3098\"><li data-start=\"3056\" data-end=\"3066\"><p data-start=\"3058\" data-end=\"3066\">backlog,<\/p><\/li><li data-start=\"3067\" data-end=\"3081\"><p data-start=\"3069\" data-end=\"3081\">schedule,<\/p><\/li><li data-start=\"3082\" data-end=\"3098\"><p data-start=\"3084\" data-end=\"3098\">status report.<\/p><\/li><\/ul><p data-start=\"3100\" data-end=\"3111\">A project is:<\/p><ul data-start=\"3113\" data-end=\"3305\"><li data-start=\"3113\" data-end=\"3132\"><p data-start=\"3115\" data-end=\"3132\">a history of decisions,<\/p><\/li><li data-start=\"3133\" data-end=\"3171\"><p data-start=\"3135\" data-end=\"3171\">invisible stakeholder tensions,<\/p><\/li><li data-start=\"3172\" data-end=\"3199\"><p data-start=\"3174\" data-end=\"3199\">high-risk areas,<\/p><\/li><li data-start=\"3200\" data-end=\"3237\"><p data-start=\"3202\" data-end=\"3237\">program and portfolio dependencies,<\/p><\/li><li data-start=\"3238\" data-end=\"3305\"><p data-start=\"3240\" data-end=\"3305\">informal agreements that do not always make it into documents.<\/p><\/li><\/ul><p data-start=\"3307\" data-end=\"3393\">If we do not convey this \u2014<br data-start=\"3334\" data-end=\"3337\"\/>someone in a few months will start discovering the project from scratch.<\/p><p data-start=\"3395\" data-end=\"3408\">And that means:<\/p><ul data-start=\"3410\" data-end=\"3519\"><li data-start=\"3410\" data-end=\"3442\"><p data-start=\"3412\" data-end=\"3442\">repeating the same questions,<\/p><\/li><li data-start=\"3443\" data-end=\"3479\"><p data-start=\"3445\" data-end=\"3479\">returning to the same dilemmas,<\/p><\/li><li data-start=\"3480\" data-end=\"3492\"><p data-start=\"3482\" data-end=\"3492\">escalations,<\/p><\/li><li data-start=\"3493\" data-end=\"3519\"><p data-start=\"3495\" data-end=\"3519\">loss of client trust.<\/p><\/li><\/ul><hr data-start=\"3521\" data-end=\"3524\"><h2 data-start=\"1714\" data-end=\"1771\">What actually needs to be handed over when suspending a project?<\/h2><p data-start=\"1773\" data-end=\"1841\">Responsible handover of a suspended project should include:<\/p><ol data-start=\"1843\" data-end=\"2143\"><li data-start=\"1843\" data-end=\"1901\"><p data-start=\"1846\" data-end=\"1901\">A map of strategic decisions along with their rationale.<\/p><\/li><li data-start=\"1902\" data-end=\"1945\"><p data-start=\"1905\" data-end=\"1945\">Unresolved stakeholder tensions.<\/p><\/li><li data-start=\"1946\" data-end=\"1985\"><p data-start=\"1949\" data-end=\"1985\">The current level of &#8220;dormant&#8221; risks.<\/p><\/li><li data-start=\"1986\" data-end=\"2032\"><p data-start=\"1989\" data-end=\"2032\">Conditions for safe project reactivation.<\/p><\/li><li data-start=\"2033\" data-end=\"2073\"><p data-start=\"2036\" data-end=\"2073\">Program and portfolio dependencies.<\/p><\/li><li data-start=\"2074\" data-end=\"2143\"><p data-start=\"2077\" data-end=\"2143\">Critical points whose reopening may trigger escalation.<\/p><\/li><\/ol><p data-start=\"2145\" data-end=\"2207\">Without this, the project is not secured \u2014 it is merely postponed.<\/p><h1 data-start=\"3526\" data-end=\"3608\">The perspective of a Program and Portfolio Manager \u2014 difficult decisions are part of the system<\/h1><p data-start=\"3610\" data-end=\"3716\">Although this decision concerns my project today,<br data-start=\"3655\" data-end=\"3658\"\/>I also view it from the perspective of an ex Portfolio Manager.<\/p><p data-start=\"3718\" data-end=\"3787\">Years of work in program and portfolio management have taught me one thing:<\/p><p data-start=\"3789\" data-end=\"3870\">Suspending projects is not an anomaly.<br data-start=\"3829\" data-end=\"3832\">It is an element of strategic management.<\/p><p data-start=\"3872\" data-end=\"3879\">Sometimes:<\/p><ul data-start=\"3881\" data-end=\"4026\"><li data-start=\"3881\" data-end=\"3922\"><p data-start=\"3883\" data-end=\"3922\">organizational priorities change,<\/p><\/li><li data-start=\"3923\" data-end=\"3951\"><p data-start=\"3925\" data-end=\"3951\">the budget is reallocated,<\/p><\/li><li data-start=\"3952\" data-end=\"3983\"><p data-start=\"3954\" data-end=\"3983\">strategic risk increases,<\/p><\/li><li data-start=\"3984\" data-end=\"4026\"><p data-start=\"3986\" data-end=\"4026\">business value requires reassessment.<\/p><\/li><\/ul><p data-start=\"4028\" data-end=\"4138\">And the role of a Program Manager or Portfolio Manager is to make difficult decisions \u2014 even if they are uncomfortable.<\/p><p data-start=\"4140\" data-end=\"4250\">This is not easy for me either.<br data-start=\"4175\" data-end=\"4178\"\/>The team, the client, the project \u2014 for months they become part of daily life.<\/p><p data-start=\"4252\" data-end=\"4397\">But portfolio accountability means one thing:<br data-start=\"4298\" data-end=\"4301\"\/>I would make the same decision again, even if this time it concerns my own project.<\/p><p data-start=\"4399\" data-end=\"4436\">This is precisely what systemic maturity is.<\/p><hr data-start=\"4438\" data-end=\"4441\"><h1 data-start=\"4443\" data-end=\"4499\">Project continuity is not a document. It is a competency. <\/h1><p data-start=\"4501\" data-end=\"4566\">In such moments, it becomes most evident that project continuity is not:<\/p><ul data-start=\"4568\" data-end=\"4633\"><li data-start=\"4568\" data-end=\"4587\"><p data-start=\"4570\" data-end=\"4587\">a folder of files,<\/p><\/li><li data-start=\"4588\" data-end=\"4612\"><p data-start=\"4590\" data-end=\"4612\">an archive in SharePoint,<\/p><\/li><li data-start=\"4613\" data-end=\"4633\"><p data-start=\"4615\" data-end=\"4633\">a status in the system.<\/p><\/li><\/ul><p data-start=\"4635\" data-end=\"4644\">It is also:<\/p><ul data-start=\"4646\" data-end=\"4908\"><li data-start=\"4646\" data-end=\"4675\"><p data-start=\"4648\" data-end=\"4675\">awareness of one&#8217;s own emotions,<\/p><\/li><li data-start=\"4676\" data-end=\"4717\"><p data-start=\"4678\" data-end=\"4717\">empathy toward the team and stakeholders,<\/p><\/li><li data-start=\"4718\" data-end=\"4783\"><p data-start=\"4720\" data-end=\"4783\">the ability to close matters in a mature and responsible manner,<\/p><\/li><li data-start=\"4784\" data-end=\"4829\"><p data-start=\"4786\" data-end=\"4829\">the ability to secure the future PM,<\/p><\/li><li data-start=\"4830\" data-end=\"4908\"><p data-start=\"4832\" data-end=\"4908\">thinking in terms of program and portfolio, not just a single project.<\/p><\/li><\/ul><p data-start=\"3127\" data-end=\"3268\">This very gap \u2014 between formal closure and actual securing of context \u2014 became the foundation of the Project Continuity System\u2122 (PCS\u2122).<\/p><p data-start=\"3270\" data-end=\"3303\">PCS\u2122 is not a documentation model.<\/p><p data-start=\"3305\" data-end=\"3360\">It is a project continuity management system encompassing:<\/p><ul data-start=\"3362\" data-end=\"3532\"><li data-start=\"3362\" data-end=\"3383\"><p data-start=\"3364\" data-end=\"3383\">handover standard,<\/p><\/li><li data-start=\"3384\" data-end=\"3417\"><p data-start=\"3386\" data-end=\"3417\">decision context transfer,<\/p><\/li><li data-start=\"3418\" data-end=\"3447\"><p data-start=\"3420\" data-end=\"3447\">mapping PM rotation risks,<\/p><\/li><li data-start=\"3448\" data-end=\"3482\"><p data-start=\"3450\" data-end=\"3482\">conditions for safe reactivation,<\/p><\/li><li data-start=\"3483\" data-end=\"3532\"><p data-start=\"3485\" data-end=\"3532\">the role of the PMO as the owner of the continuity mechanism.<\/p><\/li><\/ul><p data-start=\"3534\" data-end=\"3623\">Because a project can be stopped.<br>But accountability for its future cannot be stopped.<\/p><hr data-start=\"5069\" data-end=\"5072\"><h1 data-start=\"5074\" data-end=\"5140\">Why do organizations still treat handover as a formality?<\/h1><p data-start=\"5142\" data-end=\"5191\">In many companies, handing over a project looks like this:<\/p><p data-start=\"5193\" data-end=\"5229\"><span style=\"color: #33cccc;\"><strong>meeting + document + &#8220;good luck.&#8221;<\/strong><\/span><\/p><p data-start=\"5231\" data-end=\"5257\">The problem is that:<\/p><ul data-start=\"5259\" data-end=\"5355\"><li data-start=\"5259\" data-end=\"5301\"><p data-start=\"5261\" data-end=\"5301\">methodologies describe initiation and closure,<\/p><\/li><li data-start=\"5302\" data-end=\"5333\"><p data-start=\"5304\" data-end=\"5333\">they describe risk management,<\/p><\/li><li data-start=\"5334\" data-end=\"5355\"><p data-start=\"5336\" data-end=\"5355\">they describe governance,<\/p><\/li><\/ul><p data-start=\"5357\" data-end=\"5454\">but very rarely do they systemically address <strong data-start=\"5394\" data-end=\"5453\">PM turnover and project suspension as a critical moment<\/strong>.<\/p><p data-start=\"5456\" data-end=\"5512\">And this is precisely when the greatest business risk arises.<\/p><hr data-start=\"5514\" data-end=\"5517\"><h1 data-start=\"5519\" data-end=\"5593\">What does responsible handover of a suspended project actually mean?<\/h1><p data-start=\"5595\" data-end=\"5617\">In practice, it means:<\/p><ul data-start=\"5619\" data-end=\"5847\"><li data-start=\"5619\" data-end=\"5659\"><p data-start=\"5621\" data-end=\"5659\">organizing strategic decisions,<\/p><\/li><li data-start=\"5660\" data-end=\"5695\"><p data-start=\"5662\" data-end=\"5695\">identifying unresolved tensions,<\/p><\/li><li data-start=\"5696\" data-end=\"5730\"><p data-start=\"5698\" data-end=\"5730\">naming risks that are &#8220;waiting,&#8221;<\/p><\/li><li data-start=\"5731\" data-end=\"5777\"><p data-start=\"5733\" data-end=\"5777\">defining conditions for safe reactivation,<\/p><\/li><li data-start=\"5778\" data-end=\"5814\"><p data-start=\"5780\" data-end=\"5814\">securing the client relationship,<\/p><\/li><li data-start=\"5815\" data-end=\"5847\"><p data-start=\"5817\" data-end=\"5847\">protecting the organization&#8217;s reputation.<\/p><\/li><\/ul><p data-start=\"5849\" data-end=\"5934\">This is the difference between:<br\/>&#8220;I handed over the project&#8221;<br data-start=\"5894\" data-end=\"5897\"\/>and<br data-start=\"5898\" data-end=\"5901\"\/>&#8220;I secured its future.&#8221;<\/p><hr data-start=\"5936\" data-end=\"5939\"><h1 data-start=\"5941\" data-end=\"6004\">Support in a critical moment \u2014 takeover mentoring in 72h<\/h1><p client and team.<\/p><\/li><\/ul><p data-start=\"6446\" data-end=\"6528\">This is support not &#8220;after the fact,&#8221;<br data-start=\"6474\" data-end=\"6477\"\/>but during \u2014 when decisions still matter.<\/p><p data-start=\"6530\" data-end=\"6663\">For organizations, I also support the design and implementation of handover standards and project continuity at the PMO and portfolio level.<\/p><hr data-start=\"6665\" data-end=\"6668\"><h1 data-start=\"6670\" data-end=\"6696\">Why I am writing about this<\/h1><p data-start=\"6698\" data-end=\"6735\">Because this scenario is not unique.<\/p><p data-start=\"6737\" data-end=\"6835\">Suspended projects, leadership changes, interrupted initiatives \u2014 this is everyday reality not only in large organizations.<\/p><p data-start=\"6837\" data-end=\"6905\">And yet there is still a lack of a systemic approach to project continuity.<\/p><p data-start=\"6907\" data-end=\"6930\"><a
