A list of documents, a handover meeting, an email confirming the transfer of responsibility. Process closed.  <\/p><p data-start=\"782\" data-end=\"923\">From the perspective of experience in managing projects and programs, this is one of the most risky oversimplifications in the entire lifecycle of an initiative.<\/p><p data-start=\"925\" data-end=\"1114\">Because <strong data-start=\"928\" data-end=\"976\">handover is not an administrative task<\/strong>.<br data-start=\"977\" data-end=\"980\"\/>It is a <strong data-start=\"985\" data-end=\"1008\">critical process<\/strong> that determines the continuity, controllability, and stability of a project\u2014and consequently, the program and portfolio.<\/p><hr data-start=\"1116\" data-end=\"1119\"><h2 data-start=\"1121\" data-end=\"1160\">Where the Problem with Handover Comes From<\/h2><p data-start=\"1162\" data-end=\"1213\">Handover is very often designed with the following in mind:<\/p><ul data-start=\"1214\" data-end=\"1314\"><li data-start=\"1214\" data-end=\"1247\"><p data-start=\"1216\" data-end=\"1247\">closing the personnel matter,<\/p><\/li><li data-start=\"1248\" data-end=\"1283\"><p data-start=\"1250\" data-end=\"1283\">formal transfer of responsibilities,<\/p><\/li><li data-start=\"1284\" data-end=\"1314\"><p data-start=\"1286\" data-end=\"1314\">&#8220;handing over&#8221; the project to a successor.<\/p><\/li><\/ul><p data-start=\"1316\" data-end=\"1332\">In this logic:<\/p><ul data-start=\"1333\" data-end=\"1499\"><li data-start=\"1333\" data-end=\"1394\"><p data-start=\"1335\" data-end=\"1394\">responsibility ends with the transfer of documents,<\/p><\/li><li data-start=\"1395\" data-end=\"1450\"><p data-start=\"1397\" data-end=\"1450\">the organization assumes the project &#8220;is secured,&#8221;<\/p><\/li><li data-start=\"1451\" data-end=\"1499\"><p data-start=\"1453\" data-end=\"1499\">the new Project Manager is left alone with continuity.<\/p><\/li><\/ul><p data-start=\"1501\" data-end=\"1607\">This approach does not account for one key fact:<br data-start=\"1554\" data-end=\"1557\"\/><strong data-start=\"1557\" data-end=\"1606\">a project does not consist solely of artifacts<\/strong>.<\/p><hr data-start=\"1609\" data-end=\"1612\"><h2 data-start=\"1614\" data-end=\"1663\">Why Handover Is the Point of Greatest Risk<\/h2><p data-start=\"1665\" data-end=\"1717\">A Project Manager transition is the moment when a project:<\/p><ul data-start=\"1718\" data-end=\"1835\"><li data-start=\"1718\" data-end=\"1745\"><p data-start=\"1720\" data-end=\"1745\">loses decision-making continuity,<\/p><\/li><li data-start=\"1746\" data-end=\"1792\"><p data-start=\"1748\" data-end=\"1792\">is most vulnerable to reinterpretation,<\/p><\/li><li data-start=\"1793\" data-end=\"1835\"><p data-start=\"1795\" data-end=\"1835\">enters a phase of heightened uncertainty.<\/p><\/li><\/ul><p data-start=\"1837\" data-end=\"1890\">If handover is treated superficially:<\/p><ul data-start=\"1891\" data-end=\"2022\"><li data-start=\"1891\" data-end=\"1918\"><p data-start=\"1893\" data-end=\"1918\">decisions are questioned,<\/p><\/li><li data-start=\"1919\" data-end=\"1946\"><p data-start=\"1921\" data-end=\"1946\">priorities are redefined,<\/p><\/li><li data-start=\"1947\" data-end=\"1987\"><p data-start=\"1949\" data-end=\"1987\">stakeholder relationships are reset,<\/p><\/li><li data-start=\"1988\" data-end=\"2022\"><p data-start=\"1990\" data-end=\"2022\">program dependencies are violated.<\/p><\/li><\/ul><blockquote data-start=\"2024\" data-end=\"2152\"><p data-start=\"2026\" data-end=\"2152\"><em data-start=\"2026\" data-end=\"2152\">&#8220;A project rarely derails on the day of handover.<br data-start=\"2073\" data-end=\"2076\"\/>It derails a few weeks later\u2014when the lack of continuity begins to take effect.&#8221;<\/em><\/p><\/blockquote><p data-start=\"2154\" data-end=\"2263\">This is precisely why handover should be perceived as a <strong data-start=\"2209\" data-end=\"2236\">high-risk process<\/strong>, not a formal obligation, and its absence constitutes a real and one of the most underestimated project risks. <\/p><hr data-start=\"2265\" data-end=\"2268\"><h2 data-start=\"2270\" data-end=\"2308\">Handover \u2260 Transfer of Documentation<\/h2><p data-start=\"2310\" data-end=\"2375\">The most common mistake is equating handover with documentation.<\/p><p data-start=\"2377\" data-end=\"2408\">Yes, documents are necessary:<\/p><ul data-start=\"2409\" data-end=\"2445\"><li data-start=\"2409\" data-end=\"2416\"><p data-start=\"2411\" data-end=\"2416\">plan,<\/p><\/li><li data-start=\"2417\" data-end=\"2426\"><p data-start=\"2419\" data-end=\"2426\">status,<\/p><\/li><li data-start=\"2427\" data-end=\"2434\"><p data-start=\"2429\" data-end=\"2434\">RAID,<\/p><\/li><li data-start=\"2435\" data-end=\"2445\"><p data-start=\"2437\" data-end=\"2445\">decisions.<\/p><\/li><\/ul><p data-start=\"2447\" data-end=\"2494\">But <strong data-start=\"2451\" data-end=\"2493\">documents alone are not sufficient, they do not transfer context<\/strong>:<\/p><ul data-start=\"2495\" data-end=\"2661\"><li data-start=\"2495\" data-end=\"2541\"><p data-start=\"2497\" data-end=\"2541\">why something was done in a particular way,<\/p><\/li><li data-start=\"2542\" data-end=\"2574\"><p data-start=\"2544\" data-end=\"2574\">where the boundaries of compromise were,<\/p><\/li><li data-start=\"2575\" data-end=\"2628\"><p data-start=\"2577\" data-end=\"2628\">which decisions were forced and which were strategic,<\/p><\/li><li data-start=\"2629\" data-end=\"2661\"><p data-start=\"2631\" data-end=\"2661\">who actually influences the project.<\/p><\/li><\/ul><p data-start=\"2663\" data-end=\"2680\">Without this, the new PM:<\/p><ul data-start=\"2681\" data-end=\"2800\"><li data-start=\"2681\" data-end=\"2710\"><p data-start=\"2683\" data-end=\"2710\">makes decisions in a vacuum,<\/p><\/li><li data-start=\"2711\" data-end=\"2759\"><p data-start=\"2713\" data-end=\"2759\">acts rationally, but not necessarily consistently,<\/p><\/li><li data-start=\"2760\" data-end=\"2800\"><p data-start=\"2762\" data-end=\"2800\">unknowingly increases program risk.<\/p><\/li><\/ul><h2 data-start=\"3871\" data-end=\"3918\">The Role of PMO: Owner of the Process, Not the Checklist<\/h2><p data-start=\"3920\" data-end=\"4011\">PMO plays a key role in whether handover will be a critical process or a formality.<\/p><p data-start=\"4013\" data-end=\"4041\">PMO as guardian of continuity:<\/p><ul data-start=\"4042\" data-end=\"4221\"><li data-start=\"4042\" data-end=\"4086\"><p data-start=\"4044\" data-end=\"4086\">defines the handover standard as a process,<\/p><\/li><li data-start=\"4087\" data-end=\"4125\"><p data-start=\"4089\" data-end=\"4125\">ensures quality, not just completeness,<\/p><\/li><li data-start=\"4126\" data-end=\"4170\"><p data-start=\"4128\" data-end=\"4170\">supports Program and Portfolio Managers in risk assessment,<\/p><\/li><li data-start=\"4171\" data-end=\"4221\"><p data-start=\"4173\" data-end=\"4221\">ensures consistency of approach across the organization.<\/p><\/li><\/ul><p data-start=\"4223\" data-end=\"4261\">A PMO that limits itself to templates and checklists:<\/p><ul data-start=\"4262\" data-end=\"4316\"><li data-start=\"4262\" data-end=\"4285\"><p data-start=\"4264\" data-end=\"4285\">manages documents,<\/p><\/li><li data-start=\"4286\" data-end=\"4316\"><p data-start=\"4288\" data-end=\"4316\">but does not manage continuity.<\/p><\/li><\/ul><p data-start=\"4318\" data-end=\"4406\"> <em data-start=\"4321\" data-end=\"4939\">Immature organizations:<\/p><ul data-start=\"4940\" data-end=\"5045\"><li data-start=\"4940\" data-end=\"4964\"><p data-start=\"4942\" data-end=\"4964\">improvise handovers,<\/p><\/li><li data-start=\"4965\" data-end=\"4998\"><p data-start=\"4967\" data-end=\"4998\">rely on individual competencies,<\/p><\/li><li data-start=\"4999\" data-end=\"5045\"><p data-start=\"5001\" data-end=\"5045\">react only when problems arise.<\/p><\/li><\/ul><p data-start=\"5047\" data-end=\"5068\">Mature organizations:<\/p><ul data-start=\"5069\" data-end=\"5203\"><li data-start=\"5069\" data-end=\"5113\"><p data-start=\"5071\" data-end=\"5113\">design handover as a critical process,<\/p><\/li><li data-start=\"5114\" data-end=\"5162\"><p data-start=\"5116\" data-end=\"5162\">treat it as an element of risk management,<\/p><\/li><li data-start=\"5163\" data-end=\"5203\"><p data-start=\"5165\" data-end=\"5203\">build resilience to personnel changes.<\/p><\/li><\/ul><p data-start=\"5205\" data-end=\"5319\">Handover itself does not guarantee continuity.<br data-start=\"5251\" data-end=\"5254\"\/>But a <strong data-start=\"5258\" data-end=\"5318\">poorly designed handover almost guarantees its loss<\/strong>.<\/p><hr data-start=\"4571\" data-end=\"4574\"><h2 data-start=\"4576\" data-end=\"4595\"><strong data-start=\"4579\" data-end=\"4595\">Summary<\/strong><\/h2><p data-start=\"4597\" data-end=\"4752\">PM rotation is natural.<br data-start=\"4628\" data-end=\"4631\"\/>But its consequences can be <strong data-start=\"4649\" data-end=\"4665\">unnatural<\/strong> if the organization does not have a system that manages leadership change and project knowledge transfer.<\/p><p data-start=\"4754\" data-end=\"4985\">PMO, portfolio managers, team leaders, and business owners\u2014all have their role in mitigating risk.<br data-start=\"4867\" data-end=\"4870\"\/>It is not enough to rely on the competencies of a single PM.<br data-start=\"4922\" data-end=\"4925\"\/>What is needed is a <strong data-start=\"4940\" data-end=\"4984\">system, process, and strategic awareness<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1e73c2a elementor-position-top elementor-widget elementor-widget-image-box\"
